Canada’s Affordability Plan

Jan 10, 2023 by Gerry Vittoratos
In the latter half of 2022, the federal government announced new measures to help Canadians cope with soaring inflation as part of its Affordability Plan: the doubling of the GST credit, the Canada Dental Benefit and the Canada Housing Benefit. Let’s have a look at these measures.

Doubling of the GST credit

Under this plan, the federal government would double the last two payments of the existing GST credit for 2022 for those who were already eligible. If you were eligible for the GST credit, you have already received these additional amounts.

Single Canadians without children would receive up to an extra $234 and couples with two children would receive up to an extra $467 this year.

Seniors would receive an extra $225 on average.

Canada Dental Benefit

The Canada Dental Benefit is a new measure that would provide uninsured eligible parents with upfront, tax-free payments to cover dental expenses for their children under 12 years old.

To be eligible, you must meet all the following criteria:

  • Your dependent child is under the age of 12 on December 1, 2022, and on the start date of each subsequent benefit period (next period starting July 1, 2023)
  • You are receiving the Canada Child Benefit for this child as of December 1, 2022
  • You filed a 2021 income tax return
  • Your adjusted family net income is less than $90,000 in 2021
  • Your child receives dental care services in Canada between October 1, 2022, and June 30, 2023
  • Your child does not have access to a private dental insurance plan
  • Your child’s dental costs are not fully covered by another dental program provided by any level of government

Eligible parents can get:

  • Up to $650 for each eligible child if the family’s adjusted net income is under $70,000
  • Up to $390 for each eligible child if the family’s adjusted net income is between $70,000 and $79,999
  • Up to $260 for each eligible child if the family’s adjusted net income is between $80,000 and $89,999

The benefit periods are:

  • the period beginning on October 1, 2022, and ending on June 30, 2023
  • the period beginning on July 1, 2023, and ending on June 30, 2024

To receive this benefit, you must apply with the CRA by June 30, 2023. You can do so online through the CRA’s My Account portal or by telephone at 1-800-715-8836.

Canada Housing Benefit

The Canada Housing Benefit is a one-time top-up that consists of a tax-free payment of $500 to provide direct support to low-income renters.

To be eligible, you must meet all the following criteria:

  • You were at least 15 years old on December 1, 2022
  • You were a resident of Canada in 2022 for tax purposes
  • You and your spouse have filed your 2021 income tax returns
  • In 2021, you had an adjusted family net income of $35,000 or less for a family and $20,000 or less for an individual
  • Your rent represents at least 30% of your adjusted family net income

To receive this benefit, you must apply with the CRA by March 31, 2023. You can do so online through the CRA’s My Account portal.
